Bug queue should be cached on the server

Issue description

We should cache the bug queue on the server, and have an app engine cron update it every X minutes (2, 3?).

This would make serving it much faster, which would be nicer for users.

Would caching alone be sufficient for saving the bug queue information or would we also want the data saved in persistent storage?

I think memcache would be fine, if we have a dedicated version, at least for now. Technically we should have it backed by the datastore, and then cached with memcache, but we should be fine.
