bluetooth: android: Device Chooser does not detect Location disabled

Issue description

Chrome Version       : 53.0.2782.9
OS Version: Android N.

What steps will reproduce the problem?
1. On Android N, with an official build
2. https://googlechrome.github.io/samples/web-bluetooth/battery-level.html
3. Press button to get device

What is the expected result?
Dialog appears with message:
  “Chrome needs location access to scan for devices. Location access is turned off for this device.”

What happens instead of that?
Dialog appears and shows spinner as if it is scanning.

Android M doesn't reproduce.
Android N with Chromium developer build doesn't reproduce.
