Cronet official builds storage is not limited.

Issue description

Official builds of Cronet for Android are stored in cloud storage: https://console.cloud.google.com/storage/browser/chromium-cronet/android

Currently they are not pruned, so they've been accumulating for a couple of years now.

Ideally we should keep builds of stable version forever, but remove interim builds after 6 months or so.

hinoka@, can we set a default deletion policy for cronet?
We can if important (official?) builds and unimportant (interim?) builds are put in separate buckets.
On the other hand, you're only using about 1TB of space
$ gsutil du -s gs://chromium-cronet
1067604514623  gs://chromium-cronet

We can practically fit all of that on a thumb drive.  I wouldn't worry about it.

Without refactoring the bucket into two buckets, this isn't feasible (policies can't be applied to directories)
