Issue moving tabs between instances on different monitors on Linux

Issue descriptionChrome Version : 52.0.2743.116 URLs (if applicable) : not relevant Browsers tested: native Chromium release and "Google Chrome" release What steps will reproduce the problem? (1) Open an instance _fullscreen_ on one monitor (2) Open another instance _fullscreen_ on a different monitor (3) Move a tab from one instance to the other (click and drag) (4) If the tab successfully ends up in the other instance then the bug did not occur What is the expected result? The tab is moved from its original instance to the second instance What happens instead? Shadowed indicator for the tab will flicker around and disappear eventually (whether mouse button has been released or not) and will return to its original location in the instance of origin Please provide any additional information below. Attach a screenshot if possible. Bug will always occur (in my case) when both instances are full screen on separate monitors. OS: Linux Mint 18 "Sarah" Kernel: x86_64 Linux 4.4.0-31-generic Shell: bash 4.3.42 DE: Cinnamon 3.0.7 WM: Muffin WM Theme: Linux Mint (Mint-X)

Unable to reproduce the issue on Linux 14.04 chrome version 52.0.2743.116 - Opened one window on one monitor and another window on another monitor with fullscreen. Now tried dragging one tab from first instance to second instance on another monitor and it also opened in full screen as expected Could you please recheck with a new profile and update the thread. A screencast would be helpful in better understanding the issue.

Not just when moving between monitors - I can suddenly not move within one window if my mouse strays outside the tab bar. Incredibly annoying. Process: Drag a tab within the tab bar to move it Stray outside the tab bar slightly A new window is created Return to the tab bar The tab goes back to its initial position, even though the mouse button hasn't been raised, and no further movement is possible Google Chrome 52.0.2743.82 (64-bit) on CentOS 7.2.1511

Just updated to version 52.0.2743.116 (64-bit) and the problem persists in two existing profiles and a brand new one I just created.

Unable to reproduce the issue on Linux Ubuntu 14.04 (Dual monitor connected) chrome version 52.0.2743.116 - Dragged a tab from the tab bar and a new window is created. Again dragged the window to initial position. No issue observed Tried the same on both primary and secondary monitors. Could you please provide a screencast for further triaging. Also please try on another Linux flavor to confirm if this is specific to CentOS 7.2.1511

Tested the same on Ubuntu 14.04 running Cinnamon 2.6.13 chrome version 54.0.2840.90 - openeed two windows one on first monitor and second on another monitor. Tried to drag tabs mutually from one window to other - No issues observed Could you please upgrade to latest stable and see if issue exists with a new profile. Since the issue not repro from our end removing the needs-bisect label for now. Please feel free to add if needed

Now seems highly variable on my installation. I can drag a tab and if it creates a new window, sometimes I can put the tab back on the original window and continue moving, but sometimes it flips back to the original position and can't be moved any more. It does seem slightly more likely to happen when I move the mouse pointer further down the screen over the rendered page, instead of keeping the pointer in the tab bar.
