Dropdowns are blank (and unclickable) in about://flags

Version 54.0.2817.1 canary SyzyASan
OS: Win10

What steps will reproduce the problem?
(1) Visit chrome://flags
(2) Click any dropdown menu

What is the expected output?
Works

What do you see instead?
Blank and unclickable.

Other dropdown menus on the web appear to work...

Not sure if this is an issue with webUI or just the dropdown element. yoichio, do you know who would be best to debug the dropdowns?

Works fine for me on Windows-7/ Windows-10 on the reported version: 54.0.2817.1 as well as the latest  54.0.2824.1.

gab@: Is this still an issue on the latest SyzAsan as well? Please let us know if this happens on other profiles or not.

Status: WontFix (was: Untriaged)
Works on 54.0.2823.1 canary SyzyASan but clearly wasn't working (even across restarts) on originally reported version. Oh well, I guess something else fixed it, thanks!
