Local PDFs not rendering.

54.0.2817.0 canary (64-bit)
OX 10.11.6

Repro steps:
- Have a local PDF.
- Open PDF in Chrome.
- Observe screenshot.

The same PDF works fine on stable.

I have the same issue on:

Version 54.0.2816.0 dev-m (64-bit)
On Windows 10 Enterprise Build 1511

Works for me on 54.0.2820.0 on 10.11.6. Can you test on 2820?

Can't repro after updating Canary to 54.0.2821.0 on 10.11.6.
