Legend tag in fieldset has way too much spacing below

What steps will reproduce the problem?
(1) Simply view the webpage, and the legend tag will push all content in fieldset down and create way more spacing than required.

I am getting a similar result on one of our sites with Chrome Canary 54.0.2817.0 with the legend tag. 

The page http://www.beartoothharley.com/request-service.htm comes up like the screenshot on my browser.

Unable to reproduce the issue on mac, win chrome  version canary 54.0.2820.0 

Could you please recheck with new profile in latest canary and update the thread.

Issue appears to be fixed on latest Chromium version.
