Issue description
Chrome Version : 52.0.2743.116 (Official Build) (64-bit)
URLs (if applicable) : all

This is a recent regression, since it hasn't happened before. I am using Linux.
What steps will reproduce the problem?
(1) Scroll up and down on a touchpad, e.g. an Apple Magic Trackpad
(2) Fingers mostly go up and down but include some natural side-to-side variation
(3)
What is the expected result?
Chrome scrolls up and down, and only scrolls side to side if there is additional content to the left or right
What happens instead?
The webpage drifts a little bit to the right disorientingly as I scroll even if there is no content to the sides of the page. It looks like a go-back gesture is starting, even though I did not change gestures.
Please provide any additional information below. Attach a screenshot if
possible.
