SVG content of pseudo element does not display on initial render

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36 Example URL: https://webnobushi.github.io/svgbug/ Steps to reproduce the problem: 1. set the content of a pseudo element to a URL to an SVG image What is the expected behavior? The image should be rendered What went wrong? The image does not render Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? Yes prior to Chrome 51 Does this work in other browsers? Yes Chrome version: 52.0.2743.82 Channel: stable OS Version: OS X 10.11.6 Flash Version: Shockwave Flash 22.0 r0 This only occurs on initial render. Triggering a re-render will cause the image to load.
