Issue descriptionThe page cyclers are very flaky on the following bots: https://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5%20Perf%20%282%29?numbuilds=200 https://build.chromium.org/p/chromium.perf/builders/Android%20Nexus7v2%20Perf%20%282%29?numbuilds=200 https://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5X%20WebView%20Perf%20%282%29?numbuilds=200 (by far the most affected) https://build.chromium.org/p/chromium.perf/builders/Mac%20HDD%20Perf%20%281%29?numbuilds=200 kouhei,nednguyen: Please either find a way to fix these or disable them ASAP. Thanks!
