Steps:
1. Launch chrome and navigate to chrome://tracing, Click on 'View Options' button.
2. Restore down the browser and drag to minimum level.
3. Now click to maximize, observe.

Actual: Position of the dropdown list changes.

Expected: Position of the dropdown list should not change.

This is a non regression seen from M-46.
