Regression: Unwanted scroll bar is seen in chrome://tracing in restore down mode.

Issue descriptionChrome Version:54.0.2817.0 (Official Build) cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416} 32/64 bit OS: Windows (7,8,8.1,10) Steps: 1. Launch chrome and navigate to chrome://tracing,Click on 'View Options' button. 2. Restore down the browser and resize the window to minimum. 3. Observe. Actual: Unwanted scroll bar is seen (On dragging the scroll bar the page appear weird) Expected: No such scroll bar should be seen. This is a regression issue broken in M-54. Manual Regression Range: Good Build: 54.0.2808.0 Bad Build: 54.0.2809.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/065fd8ffaebd901b6033aaa5d1d7693c3ff26d87..014a9a0ea7260b37773adb545b7cabbff80423b9?pretty=fuller&n=100 Suspecting: 407820 @nednguyen: Can you please take a look!!
