OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome and navigate to chrome://tracing,Click on 'View Options' button.
2. Restore down the browser and resize the window to minimum.
3. Observe.

Actual: Unwanted scroll bar is seen (On dragging the scroll bar the page appear weird)

Expected: No such scroll bar should be seen.

This is a regression issue broken in M-54.
