OS: Windows (7,8,8.1,10), Linux(14.04 LTS), Mac (10.10.4, 10.11.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Click on checkbox of any url and click on delete button such that 'Remove selected item'overlay is seen.
3. Resize the browser window such that horizontal scrollbar is seen at the bottom of the page.
4. Drag the scrollbar toward R.H.S of the page and observe the background content.

Actual: Blank background is seen after step 4.
Expected: Background content should be proper seen.

This is regression issue, broken in 'M54' and below is narrow bisect:
