Issue descriptionChrome Version:54.0.2817.0 (Official Build) cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416} 32/64 bit OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) Steps: 1. Launch chrome and navigate to chrome://net-internals/#capture 2. Hover the mouse pointer over the (?) and observe the position of the tooltip. Actual: Position of the tool tip is not proper i.e. tool tip appear shifted. Expected: Position of the tool tip should be proper. This is a regression issue broken in M-52. Thanks for the bug report. I can confirm and reproduce this on both stable and canary channel. I agree with Matt that this will end up being resolved soon by the removal of chrome://net-internals/#capture all-together. Leaving the bug open in the meantime for documentation, however given the low severity I don't expect it will be fixed prior to deleting the page.

Oops, I can repro - I was looking at the wrong tooltip (Didn't even realize we had any, other than the one on the events tab, which is correctly placed)
