Material Design setting advanced toggle.

What steps will reproduce the problem?
(1) Open chrome://settings
(2) Scroll to the bottom where the Advanced toggle is
(3) Click Advanced

What is the expected result?
Advanced settings section is shown and the page scrolls up. 

What happens instead?
The arrow changes but you don't notice that the section underneath has opened up. Would be nicer if it scrolled down a little so there is more of a visual cue to scroll. In the old settings you see the Advanced toggle being replaced with content. 

Please provide any additional information below. Attach a screenshot if possible.

Status: WontFix (was: Unconfirmed)
We're adding padding to the bottom of the page so that if you scroll all the way down you will actually see some of the Advanced section appear. The old page didn't have this issue because the "More settings..." link would be pushed down as the Advanced settings expanded.
