Regression:After clicking on back navigation button overlapping of content is seen.

Issue description

Chrome Version: 54.0.2817.0 (Official Build) cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416}-32/64 bit
OS:Windows (7,8,8.1,10)

Precondition: Make sure home button appears and set it as NTP

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/managePasswords
(2)Click on home button,click on back navigation button such that password page appears
(3)Now click on back button next to 'manage passwords' and observe.

Actual: After clicking on back navigation button overlapping of content is seen.

Expected: Overlapping of content should not be seen after clicking on back navigation button.

This is a regression issue broken in 'M54' and will soon update other info.

Is the overlapping content seen permanently? Or just during the animation after clicking the second subpage back?
