Regression: Wrong background content is seen on opening 'Clear browser data' overlay in settings page

Chrome Version: 54.0.2817.0 (Official Build) cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416}-32/64 bit
OS: Windows (7,8,8.1,10), Linux(14.04 LTS), Mac (10.10.4, 10.11.5)

Pre-condition: Enable Material Design Settings flag.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Click on 'Clear browser data' option such that 'Clear browser data' overlay get open in Md-setting page.
3. Observe background page

Actual:'People' section is seen behind the overlay. 
Expected:'Privacy' section should be seen behind the overlay.

This is regression issue, broken in 'M 54' and will soon update the bisect info:
