Regression : Unwanted space is seen on mouse hover in create Google account.

What steps will reproduce the problem?
1. Launch chrome and navigate to above url.
2. Now hover mouse over Name field label and observe

Actual: Unwanted space is seen on mouse hover in create your account page of Gmail
Expected: Unwanted space should not be seen on mouse hover in create your account page of Gmail

This is a regression issue broken in 'M-54' and will soon update other info.

Same here. Noticed that is happening when I make hover over a <legend> element.

Also saw that the legend has a fixed height which haven't been defined by any of the included css files from the page.
Think you could see the effect really well on http://validator.w3.org/

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info :
