Issue descriptionChrome Version: 54.0.2817.0 (Official Build) cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416} 32/64-bit. OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4) Steps: 1. Launch Chrome and navigate to chrome://history 2. Click on 'Clear browsing data' (setting page opens on NTP), then click on Previous tab(chrome://history). 3. Observe at 'Clear browsing data'. Actual: Blink of grey highlight is seen at 'Clear browsing data' after step 2. Expected: Blink of grey highlight should not be seen at 'Clear browsing data' after step 2 or grey highlight should stay on 'Clear browsing data'. This is a regression issue broken in M-54, will soon update the bisect info. Good build: 54.0.2816.0 Bad build: 54.0.2817.0
