Regression: Unnecessary blinking is seen on above the context menu in Files.app

Issue description

Version: 54.0.2816.4/8672.0.0 (Official Build) dev-channel Peppy, Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Browse as guest or Sign in to user>> go to Files.app>> try to create a folder using right click context menu

Expected: unnecessary blinking should not be seen on above the context menu on creating a folder
Actual: Instead unnecessary blinking is seen on above the context menu on creating a folder (Refer screen cast)

This is a Regression issue as no blink is seen in M38: 38.0.2125.101/6158.49.0 beta-channel Daisy

Issue is seen in latest M52: 52.0.2743.113/8350.66.0 stable-channel Daisy as well

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Daisy using Beta # 53.0.2785.47/8530.43.0.
Able to reproduce the issue with the same version M53: 53.0.2785.47/8530.43.0 beta-channel Peppy, Paine, Quawks as well

I have confirmed this behaviour on the following version:

Chrome: 64.0.3282.190
My current dev env: 67.0.3376.0

Downgrading to P3 since it isn't severe.
