What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/searchEngines and click on add search engine.
2. Now double click on 'URL with %s in place of query' single line text field so that blue focus ring is seen.
3. Now observe the bottom end of blue focus ring in single line text field.

Actual: Blue focus ring appears chopped from bottom end.
Expected: Blue focus ring should be seen properly

This is a regression issue broken in 'M-53' and below is the manual regression and Narrow bisect info :
Good Build: 53.0.2748.0
Bad Build:  53.0.2749.0
