"Other forms of history" string missing, then re-appears on page refresh

Issue description

Mac OSX 
Canary Version 54.0.2817.0

*Verified that this is not an issue on Windows or CrOS*

1. Open Canary 
2. go to chrome://history. The "...other forms of browsing history" string should be missing from the bottom left corner
3. Reload the page
4. The string appears every instance of the page afterwards. 
5. Force close canary
6. Re-open and go to chrome://history
7. string missing

The footer is only shown to users for whom it is relevant; specifically, Sync must be active and we must get a response from web requests to two backends. That takes a while so if you navigate to the history page immediately after opening the browser, the footer won't be there.

The problem is that the history page does not observe sync state (it never has :( ). This means that if Sync becomes active after the page has been opened, the footer will not refresh itself. Neither will the synced history results, which is the main problem - and this is just a symptom of it.

I will close this as WontFix for now, because the problem with not observing sync state must be solved overall. I will send out a document explaining the problem shortly.
