Issue description

"WebRtcGetUserMediaBrowserTest.TraceVideoCaptureControllerPerformanceDuringGetUserMedia" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. Since the test is disabled, all that remains is to assign it to someone for investigation. phoglund@, can you PTAL or direct it towards the team/person that should?

If you don't have time, I think we can live with having this test off on Android, at least to the next fixit (in that case, WontFix the bug).

#7: I don't think I'll have the time, specially with no
logs around.  It could be flaky under the emulator too.
In any case marking won't fix.
