[Offline Pages] Consider allowing offline-internals page ability to enable offline-pages-background-loading

Issue description

Currently the offline-internals page will let you add enter a URL to load in the background but it will not actually try the load currently unless the offline-pages-background-loading is also set which causes some user confusion. 

A couple ideas to resolve this confusion:
  1. Allow the use to set the flag from the internals page UI; or
  2. Don't show request queue and offer URL entry unless the flag is set.

Some clarifying questions, since I think this will be related to whatever flags refactoring we will be doing:

- what are the flags that we want to enable disable?
- Should we put all of the feature flags here too?
- Should we add just offline-pages-background-loading for now and add buttons for flipping flags as we see need?
Status: WontFix (was: Assigned)
I think this is no longer interesting if we fix the flags approach.
