local font-face not working as expected

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

this was closed saying it's working as expected, and I'm not sure if/how to reopen the bug, so filing another.

I see in the dev tools > computed styles > rendered fonts that it's using Segoe UI Light the following for font-weight 100, 200, 300.

I specified Segoe UI for those weights, not Segoe UI Light.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

gabrielle@ - As per comment #2 from  issue 633430  the dev team updated saying this issue working as intended, Hence merging in to it.
yes, but I think they need to look at the issue again. As I said, it's not using the local font I specified.
