"Manage other people" in settings includes images that do not load

Issue descriptionWhat steps will reproduce the problem? (1) Go into chrome settings (2) select "Manage Other People" (3) Some images do not load What is the expected result? To have all the optional user images appear in the menu. What happens instead? Some of the images do not load Please provide any additional information below. Attach a screenshot if possible. Version: 54.0.2817.0
