Suppress the notification/volume slider when doing hot plugging/unplugging |

Issue descriptionWhat steps will reproduce the problem? (1) plugging and unplugging headphone to chromebook (2) every operation causes a popup of volume slider We might want just set the volume but without notifying UI in this case. What about the user experience on this? I discussed with Jennyz offline, cc more people for yes or no on this. I set P2 for this right now, depending on whether we need to suppress this. If yes, raise to P1 as it is a code work associated with crbug.com/628479 .

I think that showing the slider when the output device changes is probably a good thing. We store per-device volume levels, IIRC, so notifying the user that the volume has changed seems reasonable.

The original UI won't pop up the volume slider bar when user change the active audio output with hotplug/unplug. This is introduced in R53 after we made the change to use OutputNodeVolumeChanged signal to sync the volume state. https://codereview.chromium.org/2087803003 So it is an arguable user experience. Adding kuscher@ for PM call.
