WebRTC Network Limiter setting don't get saved

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_8_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
Options->Click a button->Close dialog->Open Options and nothing is selected->https://ipleak.net shows actual IP address when using a proxy.

What is the expected behavior?
Settings selection should be saved. IP address should be hidden when using a proxy.

What went wrong?
This WAS working initially but it no longer works.

I noticed that I had 'ScriptSafe' setting, 'WebRTC Protection', set to 'Protect Local IP'. Changing it to 'Protect Local and Public IPs' now disables WebRTC altogether, even if I disable WebRTC Network Limiter. So if you have 'ScriptSafe' installed, you only need to change the default setting from '-Off-' to 'Protect Local and Public IPs'. No need for this or other similar extensions.
