Missing 'servo' label in lab

Issue description

Yesterday there were only 31 boards with servo label. 
Dany added some manually for cassandra lab boards. Now they are 54.
I see now some chromeos2- boards are returning their servo 'label'.

'servo' label disappeared sometime in July after the automatic label detection/removal code has been disabled.

We can confirm, Dan did some digging and saw the servo label disappear at 1469709302 (last seen at 1469630112).  The label detection was disabled ~7/18 so more than 1 week before this happened.  

Something else removed the label, just need to figure out what.
