unable to set on startup page

What steps will reproduce the problem?
(1) set new tab page on startup

What is the expected result?
new tab page opens on startup.

What happens instead?
the page where i left opens.

Please provide any additional information below. Attach a screenshot if possible.

Thanks for taking the time to file feedback! We think that you may be seeing Issue 636122. Can you please try changing this in the old settings page and let us know if that works?
