Regression: Not able to click on link in Chrome://chrome-signin page in Emulation.

Issue description

Version: 54.0.2817.0
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch Chrome and go to Chrome:chrome-signin page.
(2)click F12 to open Dev tools and click on Toogle device toolbar.
(3)Try accessing the links in emulation and observe.

Expected: We should be able to access the links in Emulation.
Actual: Instead, we can't access the links.

This is a regression issue broken in M-49.

Manual good and Bad Builds:

Able to reproduce the issue on Windows-7 using chrome Dev M54-54.0.2817.0. Observed the links are unresponsive in chrome sig-in page when emulation mode is on.

Note: This issue working fine on Mac OS 10.11.6
