Chrome Version:53.0.2785.45 (Official Build) 70a7d200b65a4bc8fa957bfa8a8ad8bc8f429bdb-refs/branch-heads/2785@{#477} 32/64-bit.
OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/siteSettings/microphone
2. Click on ‘Add site exception’ such that overlay gets open and add some data,then click on ‘Add’ button.
3. Click on iron icon and resize browser window to the left side, observe

Actual: Overlapping of the scrollbar is seen (i.e scrollbar of overlay is overlapped on page scrollbar)
Expected: Overlapping should not be seen.

This is non-regression issue, seen from ‘M 53’ ( 53.0.2751.0 )

Note: Above issue is seen on all iron icon option overlay in MD-Settings.
