Chrome Extension New tab favicon

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Create a new tab app
2. Make favicon
3. Add <link rel="shortcut icon" type="image/x-icon" href="favicon.ico"> to new page html
4. add "web_accessible_resources": [
    "favicon.ico"
  ], to manifest

What is the expected behavior?
Expect a favicon on the new tab. 

What went wrong?
No favicon on the new tab. 

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

We are currently developing a new tab application for chrome. The user experience testing though up a problem with finding tabs when multiple are open. We want to add a favicon to the new tab but seem unable. Is this a bug or why isn't this available?
