Precondition: Download multiple files from above URL so that vertical scrollbar appears on chrome://downloads page.

What steps will reproduce the problem?
1. Launch chrome, go to chrome://downloads page and Restore down the browser.
2. Now, resize the page from RHS to LHS and observe the vertical scroll bar.

Vertical scroll bar gets hide on resizing the browser.
Vertical scrollbar should not hide on resizing the browser.

This is a non regression issue seen from M-47 series, i.e. r345732 revision.
