Regression : chrome://settings page is seen Blank on reloading when Toggle device toolbar is enabled

OS: Chrome
Platform : 8667.0.0 (Official Build) dev-channel daisy,Peppy,Blaze,Quawks

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page
(2)Now press F12 to open Dev tools -> Click on 'Toggle device toolbar' -> Reload the page and observe(Please Refer Video)

Expected: chrome://settings page should not be seen Blank on reloading 
Actual: Instead chrome://settings page is seen Blank 

This is Regression Issue as it is working fine in 38.0.2125.101/6158.49.0 beta-channel daisy
Issue is also seen on latest Stable 52.0.2743.113/8350.66.0 Build

Able to reproduce the issue on Chrome OS (Peppy) using Version: 54.0.2816.0/8667.0.0. Observed chrome://settings page goes blank while reloading.

We don't support the settings webui on on desktop devices, but as it turns out this works fine on chrome://md-settings, so closing this as WontFix.
