Regression:On Back/Forward navigation,history does not get removed on clicking 'Remove' button of 'Remove selected item'overlay

Issue description

Chrome Version:54.0.2817.0 (Official Build) Revision cd4d5eb8d957a3ce7ccf0fa60243eccd8ba47691-refs/heads/master@{#409416} 
OS: Windows (10,7,8)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Click on 'Synced Tabs' option from side nav menu and then click on 'Chrome history' option from side nav menu
3. Click on checkbox of any url and click on delete button such that 'Remove selected item'overlay is seen.
4. Click on 'Back' navigation arrow and then click on 'Forward' navigation arrow.
5. Observe the checkbox in background and then click on 'Remove' button. 

Actual: 1. Checkbox get unchecked in the background even though 'Remove selected item'overlay is open.
        2. Nothing happens after click on 'Remove' button.

Expected:1. Checkbox should be checked in background.
         2. Checked/Selected url should be remove after step 5.

This is regression issue, broken in 'M54' and will soon update the bisect info:

Able to reproduce the issue on chrome latest canary M54-54.0.2826.0 as well
