What steps will reproduce the problem?
(1) Record a video by using screen recorder app.

(2) Play the recorded video in ChromeOS video player

What is the expected output?
We can seek the video by using the seek bar.

What do you see instead?
Seek position does not move and it shows Infinity:NaN:NaN as position.
After it plays the video entirely and reaches to the end of video, the video become to be seekable.
