Translate Bubble show the wrong view after the error msg in bubble dismissed.

Issue description

Version: M52 and up
OS: Window/Linux (and Mac if enable bubble ui)

What steps will reproduce the problem?
(1) Launch the chrome in command line with a different translate-security-origin to force the translation request fail.
out\Default\chrome.exe --translate-security-origin=http://www.google.com
(2) visit a foreign page, say www.yahoo.co.jp
(3) Translate to English by context menu "Translate To English" or just agree to translate in the Translate bubble
(4) The bubble will show correctly "This page could not be translated <options>"
(5) Click on somewhere else on the screen to make the bubble disappear
(6) click on the OmniBar translate icon to see the Translate Bubble again

What is the expected output?

The Translate Bubble show "This page could not be translated <options>" as in (4)

What do you see instead?
The Translate Bubble show "This page has been translated <options>" but the page is not translated.

The use of "--translate-security-origin=http://www.google.com" is just an easy way to force the translate load the element JS correctly but the request to the actual translate always fail so we can easily see the error condition.
