[Findit] KeyError in try_job_util._NeedANewTryJob

Issue description

What is the bug or feature:
There is a KeyError issue in try_job_util._NeedANewTryJob when builds[str(build_number)] is attempted.

This can be trigged by:
1. A build failure occurs with no failed steps
2. DetectFirstFailurePipeline returns failure_info with 'builds': {}'

Only run _IsBuildFailureUniqueAcrossPlatforms if need_new_try_job is true.
