Chromium PDF Viewer cannot view local PDF files

Issue description

Version: 54.0.2816.0 canary (64-bit)
OS: Windows 10

What steps will reproduce the problem?
(1) Visit https://msdn.microsoft.com/en-us/library/cc231196.aspx
(2) Download v16 of the error codes as a PDF
(3) Open the PDF in Chrome.

What is the expected output?

PDF should show pages.

What do you see instead?

PDF shows no pages.

Works fine in Chrome Stable 52.0.2743.82 m (64-bit) and was working in previous canary (maybe a few weeks ago).

bisect landed at https://chromium.googlesource.com/chromium/src/+log/c09dbeacff156f8712fcb69bd65188d11a711096..675757bdce38cba9d4cd4d619314734c2922b36b but there's no PDFium changes. Let's go in for a closer look...

Actually, upon further testing I can't open any PDFs from my local drive.

Indeed. The same PDF accessed via a web server works just fine. I'm building in the regression. Will confirm + assign bug.

Not surprised. Chromium PDF Viewer sets Content Security Policy with a source-list "*" for that context somewhere. "*" used to allow file scheme, and with r408654 it has to be explicitly whitelisted, and tests have to be added.

Reverting in https://codereview.chromium.org/2207643003/. We can reland once we track down PDFium's policy and adjust it accordingly.
