Shelf is partially obscured by ChromeVox bar when aligned left or right

What steps will reproduce the problem?
(1) Enable Accessibility -> ChromeVox (spoken feedback)
(2) Change shelf alignment to vertical (Left or Right)

What is the expected output?
Shelf starts below ChromeVox bar.

What do you see instead?
Shelf starts at the top of the screen overlapping the ChromeVox bar.
