"history.google.com" link description is not displayed in the history page when sync is reset.

Issue description

ENVIRONMENT and STATS
Chrome version: 54.0.2816.0
OS: All

REPRO STEPS
1. Sign in to Chrome on multiple devices.
2. Go to chrome://history
3. Observe that "Your Google account may have...." text is displayed and history.google.com link is displayed at the bottom left corner.
4. Close the history page and open https://www.google.com/settings/chrome/sync
5. Reset sync
6. Open chrome://history in a new tab

ACTUAL RESULTS
"Your Google Account may have other forms of browsing history at history.google.com is not shown anymore.

EXPECTED RESULTS
"Your Google Account may have other forms of browsing history at history.google.com is shown because the user might have some saved data in history.google.com

ADDITIONAL INFO:
This is not a regression in the new MD history page. This is also happening in the old history page.

After user resets sync on dashboard they get signed out of all chrome clients.
At this point user is not syncing history. 

To decide whether to  show label, chrome needs to query web history service to read "history_recording_enabled" value, but it only sends requests to this service if user is signed in and history sync is enabled. 

I think chrome correctly doesn't show IDS_HISTORY_OTHER_FORMS_OF_HISTORY label.
Resolving as WAI.
