Single app kiosk mode should check minimum_required_version before installing apps

Issue description

Version: Any
OS: Chrome

What steps will reproduce the problem?
(1) Set device policy to keep Chrome from updating
(2) Set kiosk app to app with higher minimum_required_version than Chrome OS version
(3) Chrome will download the app but return to the login screen

What is the expected output? What do you see instead?
The device should download the app if and only if its version is above the minimum_required_version. This issue seems to occur most frequently when the app is renamed so that Chrome thinks it needs to pull a new app entirely. This is an issue for signage developers as their users might have their devices return to the log in screen where they will then need to manually reset the devices.
