Disable Developer mode in Extensions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36
Platform: 8172.62.0

Steps to reproduce the problem:
1. go to chrome://extensions
2. you can click the developer mode and load unpacked extensions even though you have the developer tools options set to Never allow in the admin console
3. 

What is the expected behavior?
Not let the end user of a org be able to load unpacked extensions

What went wrong?
They have the ability to load unpacked extensions.

David, do we want a separate policy to block extension developer mode (since the "developer tools" policy is really just for the JS console)? Or do you want to piggy-back this behavior on the existing policy?

Make extensions developer mode adhere to policy

Make the developer mode checkbox on chrome://extensions adhere to the DeveloperToolsDisabled policy. If it is disabled, display an indicator.
Add corresponding indicator test to policy_prefs_browsertest.
Add an end-to-end test to policy_browsertest.

Verified that the developer mode checkbox on the chrome://extensions page is disabled when the DeveloperToolsDisabled policy is set to True. Verified working in 57.0.2978.0:9176.0.0 dev lulu.
