Image PNG files do not load randomly

Issue description
Chrome Version : 52.0.2743.82 (Official Build) m (64-bit)
URLs (if applicable) : https://10.207.120.145/trellis
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: OK
Firefox: OK
IE: OK
What steps will reproduce the problem?
(1) Go to the website above, it is our internal product we are in development
(2) We login
(3) We get a "launch pad" with 8 tiles, 8 png files.
What is the expected result?
All 8 images load
What happens instead?
Arbitrarily some of the images do not load and display missing image icons.
Please provide any additional information below. Attach a screenshot if
possible.
We are using AngularJS to detect the hover movement and respond with the on-mouse-over event. Works well on other browsers. This in fact works well on Chrome 51 in Linux and Windows. I recently upgraded my Chrome to 52 and started having the issue.
We attach a screenshot in Chrome, with the HAR files of two scenarios and two screenshots of Safari by two separate developers.

We are working to create a test case perhaps with fiddle or a zip file that you can serve with a lightweight HTTP server.

We're really going to need some kind of test case for this, so thanks for working on that. I'm not aware of any changes to image handling in Blink that might cause this, so I suspect something in the loader or even something to do with security policies. Is there any consistency in which images fail to load? Is it the first ones requested, the last ones, always the same images, ...?

Hi we may have had an internal resolution. Part of the problem is we front our websites with an Apache server and we discovered an element in our httpd configuration that we are in the process of researching a little more. We had a SetEnvIfNoCase on jpg and PNG files and gzip don't-vary. I don't have access to the exact string we were using but I can share it with you next Monday. Thanks Pedro
