arc: opt-in dialog shows [AGREE] button prematurely

There are two separate side effects of this

1. [AGREE] button is shown even before Play TOS loads from the net. So, one can "agree" to TOS before even seeing it.

2. If you are offline, you see the dinosaur page instead of TOS. You can still "agree" with the dinosaur. See the attachmen
