Rename old win-power-fyi-dell data to win-power-high-dpi

Issue description

Otherwise, we'll continue to get data stoppage alerts.
 
Doing this by running:

Old pattern: */win-power-fyi-dell/*/*
New pattern: */win-power-high-dpi/*/*
Cc: sullivan@chromium.org charliea@google.com
Ack. I keep trying to do this, but it seems that due to the amount of old data on win-power-high-dpi, it just hangs and fails before completion. 

sullivan@, do you have any recommendations for moving lots of data like this?
You could go benchmark by benchmark, there is less data per-benchmark.

Looks like we're probably just going to have to accept this.

I tried the following:

*/win-power-fyi-dell/memory.long_running_idle_gmail_background_tbmv2/*
*/win-power-high-dpi/memory.long_running_idle_gmail_background_tbmv2/*

Based on "list tests", this only attempted a fraction of the work that we tried in the previous query. Nonetheless, the RPC still exceeded its deadline.

Thankfully, I don't think this is too important of a rename, especially now that the bot name dropped off the autocomplete list in the perf dashboard due to old age.
