Regression: Scrollbar is seen missing and Overlay is seen chopped when more data is given in autofill page

OS: Ubuntu 14.04,Windows 

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings/autofill >> In Street address field try giving long data as shown in video and observe.

Expected: Scrollbar should be seen in autofill overlay and content should not be chopped.
Actual: Instead scrollbar is missing in overlay and content is seen chopped.

This is a regression issue broken in M54. Will provide bisect info soon.

Able to reproduce the issue on Mac 10.11.6 using chrome version 54.0.2816.0.
