Issue descriptionChrome Version: 54.0.2816.0 (Official Build) 5ca3397bac11535fb30249c96b9ee311fe2474a8-refs/heads/master@{#409090} (32/64-bit) OS: Windows (7,8,10), Mac (10.10.5, 10.11.5), Linux (14.04 LTS) Steps: 1. Launch Chrome and navigate to chrome://md-settings/autofill. 2. Click on Add credit card, then click on Expiration date or year drop down list. 3. Now press tab key until focus is again on Expiration date or year drop down list and observe. Actual: Unwanted horizontal scroll bar is seen for Date/Year drop down list after pressing tab key. Expected: Horizontal scroll bar should not be seen for Date/Year drop down list after pressing tab key or should be seen before pressing tab key. This is a regression issue broken in M-54, below is bisect info.
