OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
1. Launch chrome and click on Avatar icon and then click on 'Sign in to chrome' button.
2. Enter valid email-id and password and click Next button.
3. Immediately observe the blue focus ring on ’Settings’ in ‘Sync confirmation’ overlay.

Actual : After step 2, unwanted glimpse of focus ring is seen on ’Settings’ link.

Expected : No such glimpse of focus ring should be seen on ‘settings’ link. 

This is a regression issue broken in M-51, below is bisect info.

Manual Regression :
Good build: 51.0.2699.0
Bad build: 51.0.2701.0

(Unable to narrow down the range using tool hence providing the suspect from CL)

Suspecting: r 385214 or 385225 ? from Change Log

Note : This is mac specific issue and not seen on Windows, Linux OS.
